DA DUMANIS CRIMINAL CORRUPTION COVER UP MOTIVES EXPAND WITH HER ANNOUNCEMENT THAT SHE WILL RUN FOR MAYOR'S JOB
A politically savy District Attorney like Bonnie Dumanis, with aspirations to run for higher office, must have a good prosecution record, and a clean public image, even though she has not earned, or deserves either. DA Dumanis, like most arrogant corrupt politicians, has chosen to abuse her position of power and influence, to cover up massive public criminal corruption, to falsify her prosecution record, and protect her fake "clean public image".
THE INSURANCE FRAUD CONSPIRACY
In February 2008, GTI News Photos discovered DA Dumanis's Special Funding Grant criminal insurance fraud scheme (GTI 2008 Article). To get the state Special Funding Grant money (DA documentation), DA Dumanis, and the San Diego Insurance Fraud Investigation Division, agreed to protect insurance companies, that criminally defraud San Diego Citizens of their insurance benefits, from investigation and prosecution. All citizen criminal complaints of insurance fraud to the San Diego County District Attorney's Office are blocked. The criminal obstruction improves prosecution statistics for DA's, reduces work loads, and provides more money for union pay and benefits. These statistics are like gold for DA re-election campaigns, however, you have to aid and abet the criminal insurance fraud of every citizen in the county to get the state funding grant money. It is also felony criminal conduct to take money, in exchange for blocking criminal investigations and prosecutions.
This criminal practice is so simple, and lucrative, it has been passed down to local law enforcement agencies, like the Oceanside Police. Police agencies and Sheriff Departments obstruct all citizen criminal insurance fraud complaints at the local level. The DA's and local law enforcement provide mutual protection for each other, from criminal obstruction complaints, from citizens questioning the criminal Special Funding Grant money.
The obstruction of the criminal complaint process was so intensive, that all complaints and notifications were provided to DA Dumanis in writing to build a public record of notification.

THE POLICE & FIREFIGHTER ELECTION FRAUD CONSPIRACY
DA Dumanis's criminal cover up, to protect her Mayoral race public image, had to be expanded in January 2009. GTI News Photos insurance fraud investigation exposed a conspiracy by the Oceanside Police and Fire Departments Public Unions to tamper with an election, to improve their pay and benefits. The goal was to illegally manipulate citizen and council votes to get approval of a new expanded union contract. Election records were falsified, the election process obstructed and manipulated, and elected officials were coerced, or bribed with campaign finances, by the Oceanside Police and Fire Unions, and their council supporters. The Fire Department would coordinate the finances to manipulate the election process, the Oceanside Police Department would protect the election tampering from investigation, and Mayor Jim Wood, and Deputy Mayor Esther Sanchez of the Oceanside City Council would provide political cover in the city council. DA Dumanis and the District Attorneys Office would continue to ignore all complaint of corruption in Oceanside, because it involved Police Officers and Firemen, and any criminal investigations would lead directly back to the evidence tampering cover up in the DA's Office.

DA DUMANIS $20 MILLION DOLLAR EVIDENCE TAMPERING CONSPIRACY IN SOMMER MURDER LINKED TO OCEANSIDE POLICE EVIDENCE TAMPERING
In late March of 2009, in the middle of the Oceanside Police and Fire Department election fraud conspiracy, long term Oceanside Police evidence tampering in criminal investigations and prosecution was exposed. Oceanside Police Officer Damon Smith was testifying, under oath, in a domestic violence trial in the San Diego North County Superior Courts. Officer Smith had been secretly recording criminal investigation on audio tapes for the past eight (8) years, and with intent, had been falsifying his police reports, and hiding the tapes from the criminal justice system.
DA Dumanis, the Oceanside Police Department, and the Oceanside City Council immediately recognized the extreme danger to their political and financial futures, if Officer Damon Smith were arrested and prosecuted. Eight years of evidence tampering in a small police department could not have gone unnoticed without the involvement of other police officers, which was later proven to be the case. There had already been local news stories on Deputy District Attorneys tampering with evidence in North County Superior Court Cases. A full criminal investigation of Officer Smith at this point in time, would have lead to other Deputy District Attorneys, which was also later proved to be the case. A DA's criminal investigation of eight years of evidence tampering, and the potential of eight years of corrupted criminal prosecutions, would be a political and financial disaster for DA Dumanis so the District Attorney's cover up and obstruction went into high gear.
The Oceanside Police and City Council were happy to join the cover up conspiracy. An investigation of Officer Smith would intensify media investigation of the on going covert election fraud. The ultimate success of the election fraud was due to the very effective suppression of complaints and intimidation of citizens by the Oceanside Police and City Council, with the full support and protection of District Attorney Dumanis and the DA's Office.
On November 4, 2009 multiple felony criminal complaints with documentation were filed with Deputy District Attorney Damon Mosler. The complaints covered, obstruction of justice by DA Bonnie Dumanis, evidence tampering and obstruction of justice by DDA Laura Gunn in the Officer Smith investigation, election fraud by Oceanside Police Officers, Firemen, & City Council Members, and insurance fraud conspiracy for money by the San Diego County District Attorneys Office. The complaint filing process was recorded on audio tape to verify submission to the DA's Office.
All of the criminal complaints were buried, with no follow up from the DA's Office. All attempts to follow up on any investigations were obstructed by DDA Mosler and Investigator Snyder. They did not want to hear about criminal corruption in the DA's Office, or the Oceanside Police Department.
On February 9, 2010 a written complaint, detailing the DDA Mosler meeting, was sent to DA Bonnie Dumanis and the San Diego Senior Assistant Attorney General Gary Schons. The documents were sent with signatures required to confirm receipt, and the complaint included copies of complaint documents filed with DDA Mosler, and a copy of the audio recording to verify filings.
There was no response, or follow up from District Attorney Dumanis, or any member of the DA's Office. On November 19, 2010 a two sentence letter from Senior Assistant Attorney General Gary Schone was received that stated he saw no reason to investigate anything. All criminal complaints and investigations were suppressed to protect DA Dumanis's political career, campaign finance money, future public union contracts, and coconspirator members of law enforcement.
